Zweck

Der Workflow Catalog ist die maschinenlesbare Golden-Path-Quelle fuer OpenCode, Open WebUI und spaetere Automationen.

Er ist read-only fuer Katalogdaten und erzeugt in Preflight/Mock nur Artefakte.

Bei Validierungsfehlern wird unified_operator_response.workflow_state=blocked gesetzt. Es erfolgt kein Execute.

Golden Paths sind Templates, keine Freifahrtscheine. Ein spaeterer produktiver Execute braucht weiterhin:
